Progress on Immigration? ? The Feehery Theory

??????????? I admit it.?? I am a squish on immigration.

?

I am a big fan of legal immigration and I am a realist on illegal immigration.

?

While I don?t necessarily love amnesty programs because I think they encourage more illegal immigration, I believe that if you have been here for twenty years and that you have been a good and productive citizen and if you have a bunch of family here, you ought to be given a quick path to citizenship without being forced to leave the country.

?

I know there are haters out there who hate that position (and probably hate me as a result), but I don?t really care about the haters.

?

Of course, I am not an elected politician either.? And if you are an elected politician, especially if you are a Republican, you have to care about the haters, because they tend to vote on issues like immigration.

?

The Republican Party finds itself in a bit of a quandary when it comes to this issue.? They desperately want to do better among Hispanic voters, but they can?t seem to come to grips with the necessity of softening its position on immigration.

?

Marco Rubio knows better than most about how this issue cuts.? Like his predecessor Mel Martinez, Rubio is a Cuban and a rising star in the GOP who wants to take some common-sense steps forward on the legal immigration.

?

Mel focused on this issue when he was Chairman of the Republican National Committee, and he actually worked with John McCain and Ted Kennedy to come up with a bipartisan plan.? The result?? Donations to the RNC dried up, and Martinez was viciously attacked from the right-wingers.

?

According to press reports, Rubio is picking up the dropped baton from Martinez and running with it.? He is working with Jon Kyl and Kay Bailey Hutchison to develop a Republican version of the Dream Act, and to include other provisions that will prop up the American economy by attracting top talent and investment from overseas.

?

I salute Mr. Rubio for his efforts and I hope that the Republican Party has learned that it can?t just hope that Hispanic voters vote for the GOP because President Obama has done nothing on immigration (and actually nothing to help Hispanics in this country).

?

The Republican Party can adopt both a pro-immigrant philosophy and a pro-law and order philosophy.? It can welcome immigrants to this country who obey the law and plan on being productive members of society, while being tough on those immigrants who join gangs or promote drug-trafficking.? It can promote policies that make it easier for immigrants to assimilate and get greater access to the American dream.? But it can also work to make certain that immigrants are not exploited at slave-labor wages and make it harder to illegal immigrants to get welfare benefits.

?

And it can promote policies that keep new engineering and computer science doctoral students in the country instead of requiring them to move back home to our competitors.

?

I think that is where Rubio is trying to take the GOP, and for that I give him a big thumbs up.

(AP) ? Former President George H.W. Bush plans to endorse Mitt Romney at an event Thursday in Houston.

Romney spokeswoman Gail Gitcho says the two will appear together and speak to reporters.

Formal backing from the 41st president is another sign that the Republican Party is uniting behind Romney as pressure builds on challengers Rick Santorum and Newt Gingrich to leave the race.

The elder Bush has offered encouraging words to Romney throughout the primary season but had withheld a formal endorsement. Former first lady Barbara Bush has formally backed Romney. She recorded automated telephone calls for him during the primary in Ohio.

Their son, former Florida Gov. Jeb Bush, endorsed Romney last week.

Containing a tunnel flood with an inflatable stopper

Twenty years ago in Chicago, a small leak in an unused freight tunnel expanded beneath the Windy City and started a flood which eventually gushed through the entire tunnel system. A quarter-million people were evacuated from the buildings above, nearly $2 billion in damages accrued, and it took 6 weeks to pump the tunnels dry.

How much more costly in lives and infrastructure would a flood in a heavily used, underwater subway tunnel be today?

In January 2012 the Department of Homeland Security's (DHS) Science and Technology Directorate (S&T) successfully tested an unprecedented technology for containing flooding or dangerous gases in mass transit tunnels: a giant plug.

S&T's Resilient Tunnel Project (RTP) has developed an enormous inflatable cylinder, tunnel-shaped with rounded capsule-like ends, that can be filled with water or air in minutes to seal off a section of tunnel before flooding gets out of control.

For years, mass transit experts have pondered ways to block off a section of a tunnel to quickly contain the spread of water. Ideally, the tunnel could be plugged, much as a drain is plugged by a rubber stopper. But is it actually possible to isolate part of a tunnel at a moment's notice? Retrofitting a transit system with retractable, watertight doors might seem an obvious solution, but doing so could be cost-prohibitive and incredibly disruptive.

S&T's new tunnel plug provides an affordable, easily installed, quickly deployable solution to protect vital mass transit systems. Developed in partnership with Pacific Northwest National Laboratory, West Virginia University (WVU) and ILC Doverlongtime maker of NASA space suitsthe plug inflates (with water or air) to dimensions of roughly 32-feet-long and by 16-feet-wide, and holds 35,000 gallons, about the same capacity as a medium-sized backyard swimming pool. When not in use, the plug packs down to a small storage space in the tunnel, ready for remote, immediate inflation in an emergency from the tunnel system's command center.

Designing, building, and testing this giant capsule proved quite complicated. "No one's ever done this before," says S&T Project Manager Dr. John Fortune. "It's a completely novel technology," adding that although he's proud to be first, a major challenge of the project has been the lack of a precedent or prior model.

Although the plug's cylindrical shape is an obvious choice for sealing off a tunnel, those tunnel walls are far from smooth. Pipes, vents, lights, and subway tracks line transit tunnels, and most include a raised service walkway on at least one side. How to block off such an irregular cross-section presented the RTP team a thorny problem.

To ensure a tight seal, engineers designed the plug's full circumference to be sufficiently larger than the tunnel itself. The additional material allows the plug to envelop the irregularities and conform to the existing space. But even this design feature was a balancing act to get right: too much extra material could create wrinkles and allow high-pressure flood waters to course around the plug.

In addition to making the plug the perfect size for the tunnel, the team needed to make it strong enough when inflated to restrain a full tunnel's worth of water, yet pliable enough to be compressed into a small space when not in use. Fortune and his team tested different fabrics and shapes on the way to the present design. Initial tests on a single-layer inflatable plug were promising; however, the design proved unsuccessful when a full scale prototype failed during pressurized testing. S&T's project team aggressively pursued new designs, ultimately settling on the present one: three separate layers.

On the outside, the plug hardly looks inflatable: thick webbing made of Vectran , a liquid-crystal polymer fiber, calls to mind a thickly woven cargo net more than a balloon but provides strength and shape to the plug. Two additional layers, one of non-webbed Vectran and one of polyurethane, seal the air or water used as the inflation medium inside.

"We used the same design and manufacturing techniques we use in space suits and inflatable space habitats," explained Dave Cadogan, Director of Engineering at ILC Dover. "The webbings and underlying layers form a tough barrier that is strong and resilient to damage."

"We're utilizing the strongest fabrics in the world," explains Fortune. "Textile engineering is cost-prohibitive, so we sought to obtain fabrics available on the market." Using a commercially available fabric reduced development costs and will make plugs more affordable for mass transit operators.

January's tunnel plug test was conducted in a specially-built test tunnel in Morgantown, WV. "Our testing facility is configured like a tunnel in a major metropolitan city," said Eduardo Sosa, research assistant professor in Civil and Environmental Engineering at WVU. "It is the next best thing to actually doing the test in a tunnel."

During the test, the project team first inflated the plug with low pressure air to allow full inflation and conformity to the shape of the tunnel. (In actual operation, this low-pressure air inflation might suffice for the need to restrain explosive or otherwise deadly gases.) Water was then added to the plug to replace the air and achieve the design pressure. Finally, they closed the end of the test tunnel and "flooded" it with enough water to mimic the intense pressure of a real-life tunnel flood well below sea-level.

The result? Despite the high pressure, the seal held; the plug was a success.

With a simple appearance that belies the innovation behind it, the tunnel plug is just one of many DHS S&T projects that provide resiliencethe ability to recover quickly and with minimal damage from an emergencyto the nation's transportation systems, electrical grids, and cyber networks.

When lives and livelihoods depend on these critical infrastructures, "an ounce of prevention"or in this case, thousands of gallonsis an investment worth far more than its weight in water.

World News - TV channel won't show France killings after Sarkzoy ...

Updated at 8:54 a.m. ET: Qatar-based regional news channel al-Jazeera has pledged not to air footage of the killings carried out in France by an al-Qaida-inspired gunman after President Nicolas Sarkozy pleaded with broadcasters not to show the disturbing scenes.

France is still coming to terms with Mohamed Merah's close-range shootings of three Jewish children, a rabbi and three soldiers in the south of the country.

The killings were filmed by Merah using a camera attached to his body, BBC News reported.


"I call on executives of all TV stations that may have the images in their possession not to broadcast them under any pretext out of respect for the victims and for France," Sarkozy said following a meeting with police chiefs in Paris.

Al Jazeera, which received a memory stick containing the footage, later announced it would not broadcast the video because it "did not add any information that was not already in public domain" and also "did not meet the television station's code of ethics for broadcast."

Sarkozy: Some Muslim clerics 'not welcome on French soil'

The package sent to al-Jazeera was dated Wednesday, March 21 - the day that police surrounded Merah in his apartment in the city of Toulouse after a massive manhunt, according to a report in the Parisien daily newspaper.

French special forces shot the young Islamist the following day after a 30-hour siege.

"Investigators are trying to find out whether the letter was posted Tuesday night by Mohamed Merah himself or by an accomplice Wednesday morning," the newspaper wrote.

The Paris prosecutor in charge of the case said last week that the Merah had filmed each of the shootings.

The killings, and subsequent calls for tougher measures to monitor Islamic extremism, come a month before the French presidential election.

World News - Iranian weapons help Bashar Assad put down Syria ...

Europe's attempts to punish Syria's brutal regime turned today to the British-born wife of President Assad. Asma al-Assad was banned from traveling to Europe and her financial assets were frozen. But the sanctions may be largely impotent, as a UK passport holder she can't be prevented from entering the UK. ITV's Paul Davies reports

WASHINGTON -- Iran is providing a broad array of assistance to Syrian President Bashar Assad to help him suppress anti-government protests, from high-tech surveillance technology to guns and ammunition, U.S. and European security officials say.

Tehran's technical assistance to Assad's security forces includes electronic surveillance systems, technology designed to disrupt efforts by protesters to communicate via social media, and Iranian-made drone aircraft for overhead surveillance, the officials said. They discussed intelligence matters on condition of anonymity.


"Over the past year, Iran has provided security assistance to Damascus to help shore up Assad. Tehran during the last couple of months has been aiding the Syrian regime with lethal assistance - including rifles, ammunition, and other military equipment -- to help it put down the opposition," a U.S. official said.

"Iran has provided Damascus (with) monitoring tools to help the regime suppress the opposition. It has also shared techniques on Internet surveillance and disruption," the official continued.

Syrians brave gunfire in anti-Assad protests

He added that Iran had also provided Assad's government with "unarmed drones that Damascus is using along with its own technology to monitor opposition forces."

Syria's rebel fighters are desperate for arms and ammunition. Members of the Free Syrian Army were forced from Idlib - one of the last rebel strongholds. ITN's John Irvine reports from outskirts of Idlib, the north western city which rebels surrendered last week.

Iranian security officials have also traveled to Damascus to advise Assad's entourage how to counter dissent, the official said. Some Iranian officials have stayed on in Syria to advise Assad's forces, he added.

Iran's multi-pronged security aid to Syria appears to have helped Assad's government in its increasingly violent campaign to hold on to power in the face of a year-long protest movement. The United Nations estimates 8,000 civilians have died in the conflict.

However, the U.S. and European officials said the Syrian government's survival is not totally dependent on continuing help from Tehran.

Assad's wife banned from traveling, shopping in EU

U.S. and allied official broadly agree that Assad's control remains solid. His opponents are hopelessly disorganized, the officials said, which may make it possible for the Syrian president and his entourage to hold onto power for years.

"At current levels Iranian aid is important but not really a game changer in the overall conflict," a U.S. official noted.

Paul Conroy, a photographer for the Sunday Times, was badly injured while on assignment in Syria and his colleague ? legendary war correspondent Marie Colvin was killed. Conroy joins NBC's Andrea Mitchell to reflect on the situation.

Iran has for decades been a patron to Syria, which has helped funnel aid and weapons to the Iranian-backed Shiite Muslim militia Hezbollah in Lebanon.

During the protests that followed Iran's disputed 2009 presidential election -- the biggest mass protests since the Islamic Republic's founding in 1979 -- Iranian authorities disrupted social media, such as Facebook and Twitter, as well as cell phone networks.

Iran's internal crackdown reportedly has escalated since then.

Wounded Syrians recount horror of tank attacks

A European official said that the Iranians were providing Syrian security agencies with hardware and software that would help them disrupt efforts to organize protests inside Syria and efforts by anti-government elements to spread their message to supporters outside the country.

Officials said that Syria had also obtained some surveillance technology from European suppliers.

As protests against Assad's rule grew last year, the United States first raised the possibility that Iranian authorities were helping their Syrian counterparts suppress dissent.

Finally, UN reaches agreement over 'extremely dangerous crisis' in Syria

Last June the U.S. Treasury Department announced economic sanctions against two of Iran's most senior police officials for allegedly helping Assad's government crush protests.

The Treasury imposed U.S. economic sanctions on Ismail Ahmadi Moghadam and Ahmad-Reza Radan, chief and deputy chief of Iran's national police force, because their agency had "provided support to the Syrian General Intelligence Directorate and dispatched personnel to Damascus in April to assist the Syrian government in suppressing the Syrian people."

The Treasury alleged that Radan had traveled to Damascus to meet with Syrian security agencies, to whom he allegedly provided "expertise to aid in the Syrian government crackdown on the Syrian people."

Activist: Assad's crackdown turning peaceful Syrians into terrorists

U.S. officials said Iranian efforts to bolster Syria's surveillance capabilities have been supplemented by deliveries to Syria of Iranian-made unarmed surveillance drone aircraft.

Earlier this month a specialized website, The Aviationist, reported that a drone flying over the city of Homs, the site of recent violent clashes between government and opposition forces, had been identified as a "Pahpad" drone, which the website said meant "remotely piloted aircraft" in Farsi.

Saudi Arabia will deliver military equipment to Syrian rebels in an effort to stop the bloodshed. NBC's Ayman Mohyeldin reports.

In February another specialized website, Open Source GEOINT, published freeze-frame images from what purported to be an amateur cameraman's video of a suspected drone flying over a Damascus suburb.

Iran vows to retaliate 'on the same level' to US or Israel attack

The website noted that some news reports had suggested that the United States was flying intelligence drones over Syria but that the drone in the pictures did not appear to be a U.S. model.

The website cited speculation that the drone might be of Iranian origin. Ynet News, an Israeli website, reported this month that Syria's defense industry produces drones that are technologically identical to Iranian-produced models and speculated that these domestically produced models were what Syrian security forces had deployed.

However, a U.S. official said that some of Syria's drones had come directly from Iran.

Last weekend the Iranian news agency Fars announced that Iranian experts had produced what it called a "new type of drone" known as the Shaparak, or "Butterfly," which it said was "capable of carrying out military and border patrol missions."

NIH Phasing Out Class B Dealers, Pets Still Need Our Help | Care2 ...

The National Institutes of Health (NIH) recently announced that it will no longer allow researchers who use federal funds to obtain cats from Class B dealers beginning in October 2012, with similar measures to follow for dogs in 2015.

Class B dealers are USDA licensed animal brokers who find and sell dogs and cats to schools and research institutions for a profit. Their methods of acquisition range from going to breeders or shelters, answering classified ads, and in some cases stealing pets who are left unattended. Class B dealers also buy animals from ?bunchers? who collect animals from random sources.

Even though research facilities that receive federal funds will not be able to get animals from Class B dealers, these dealers can still continue to work with privately funded institutions.

In 2009, the National Academies released a report in response to a request from Congress that concluded that these dealers are not necessary. The report stated that ??testimony provided to the Committee by USDA officials made it clear that despite new enforcement guidelines and intensified inspection efforts, not all origins of animals are or can be traced. The USDA simply cannot assure that stolen or lost pets will not enter research laboratories via the Class B dealer system.?

In 2010, the U.S. Government Accountability Office (GAO) also released a report citing public concern over the use of lost and stolen pets in research. The report highlighted numerous problems with these dealers and reiterated the National Academies findings regarding the inability of the USDA and APHIS, which oversees inspections, to properly regulate them, or accurately trace all of the animals who they sell. Additionally, the USDA estimates that it spends approximately $300,000 annually on Class B dealer oversight, but its not really sure because APHIS doesn?t ?have a mechanism in place to determine these costs.? It?s apparently hard to keep track of what you?re not keeping track of in the first place.

TAKE ACTION!

Sign the petition asking Congress to pass the Pet Safety and Protection Act, which will shut down Class B dealers for good. While it won?t help all animals used in research, it will help ensure that some pets get a second chance.

PINK Embassy has announced plans for the first ever gay pride parade in Tirana on May 17.

AFP reports:

Albanian gay organisations on Friday announced plans to hold the country?s first ever gay pride parade in Tirana on May 17, a move immediately slammed by a government minister.

?May 17 will be a special day ? the LGBT (lesbian, gay, bisexual and transgender) flag will be raised for the first time in Tirana,? Altin Hazizaj of the Pink Embassy organisation said in a statement sent to media.

But Albania?s deputy defense minister and the leader of the royalist party, Ekrem Spahiu, was quick to slam the plan. ?My only commentary on this gay parade is that they should be beaten with truncheons,? he said.

Albania?s traditional patriarchal society is deeply homophobic, and human rights organisations say gays face violence and discrimination.

Michael Zimmerman, Ph.D.: Tennessee Joins the Anti-Evolution Parade and Ignores the Experts

Those damn experts are at it again! Once again they seem compelled to express their opinion on a topic in which they have advanced degrees. It's difficult to understand why they feel such a compulsion to speak out on a subject their research has defined. But they're making themselves heard and, because of the nature of politics in Republican-controlled states, no one in power seems to care.

The issue is a simple one. Legislators in Tennessee have apparently decided that it is critical for them to reexamine what should have been settled by the Scopes Trial in Dayton, TN in 1925. They're following down the path blazed by similar-minded legislators in Louisiana and moving relentlessly into the past by moving forward with an anti-evolution, pro-creationism bill modeled on the Louisiana Science Education Act (LSEA) of 2008.

As I recently explained, there are two striking aspects of LSEA. First, it advances a political rather than a scientific perspective. Second, it has been widely and clearly opposed by scientists, educators and religious leaders. Such unanimity was apparently enough for Tennessee legislators; they looked at LSEA and didn't see anything not to love! Why give any credence to the experts?

Like LSEA, the proposed Tennessee legislation encourages public school science teachers to present the "weaknesses" of evolutionary theory. All familiar with the political evolution/creation controversy know that language of this sort is code for encouraging teachers to present creationist material.

As I said above, the experts have come out in force -- and they're all adamantly opposed to passage. Let's start at the individual level.

Tennessee is home to eight members of the National Academy of Sciences -- and all eight of them have signed a powerful statement in opposition. The following two sentences from their statement speak for themselves:

As scientists whose research involves and is based upon evolution, we affirm -- along with the nation's leading scientific organizations, including the American Association for the Advancement of Science and the National Academy of Sciences -- that evolution is a central, unifying and accepted area of science. The evidence for evolution is overwhelming; there is no scientific evidence for its supposed rivals ("creation science" and "intelligent design") and there is no scientific evidence against it.

One of the eight National Academy members from Tennessee is Stanley Cohen, winner of the Nobel Prize in Physiology or Medicine in 1986. He was honored for his work on nerve growth factor which he expanded after moving to Tennessee to include cellular growth factors more broadly. His work has greatly influenced our understanding of cancer and helped colleagues design anti-cancer drugs. Why would anyone in the Tennessee legislature care about such trivial expertise of this sort?

There's also plenty of institutional expertise that has been levied against the Tennessee legislation. The American Institute of Biological Sciences has weighed in in opposition just as strongly. They stated unequivocally that the legislation is "bad for science, science education, and the future economic health of well being of Tennessee." Recognizing that the proposed bill also folded global warming into its anti-intellectual net, AIBS went on to say,

It is important to note that there is no scientific controversy about the legitimacy of evolution or global climate change. These scientific concepts have repeatedly been tested and grown stronger with each evaluation. Any controversy around these concepts is political, not scientific. Indeed, evolution is a core principle that helps to explain biology and informs the development of biology-based products and services, including pharmaceuticals, food and biotechnology.

To offset the oft-expressed, but totally bizarre, belief that expert scientists are biased and are simply promoting their own narrow self-interests by articulating their position, two major national teacher organizations have also weighed in. The positions taken by both the National Association of Geoscience Teachers (NAGT) and the National Earth Science Teachers Association (NESTA) are absolutely unambiguous. Consider what NAGT had to say:
the scientific theory of evolution should be taught to students of all grade levels as a unifying concept without distraction of non-scientific or anti-scientific influence....[T]he content of science consists of peer-reviewed, tested and confirmed results, not debates based on political or religious convictions. We are convinced that rigorous science education in Tennessee is badly served by SB 893 or HB 368, and we urge Tennessee's representatives, state senators and governor to reject this legislation.

The NESTA statement is equally powerful:
evolution is central to biology and to the earth sciences and that it is an essential component of science classes...While scientific research continues to illuminate how evolution and climate change influence the world around us, there is no scientific debate about whether they do so, and these bills are wrong to suggest otherwise....HB 368 and SB 893 would damage the scientific preparation of Tennessee's students, harm Tennessee's national reputation, and weaken its efforts to participate in the 21st century economy.

One of the things that's so important to note is that it's not just biologists who are worried about anti-evolution bills of this sort. (How crazy it is to have to write a sentence like the last one! Many of our elected officials think that biologists are simply another special interest when they articulate the core principles of their discipline. And, as with any special interest, they can be ignored if there are more votes, or more dollars, coming from other sources, even if the consequences might destroy a state's education system.) The basic premises of evolution impact the sciences broadly, both because evolution is so central to a meaningful understanding of science and because the attacks on evolution at their core demonstrate willful ignorance of what the scientific method is all about. These anti-evolution bills undercut any hope that we might produce a scientifically literate citizenry, one which is comprised of people who are capable of placing ideas on the continuum from science through non-science to nonsense.

Not sure there need be any risks. I see nothing inherently dangerous about nuclear reactors. We know sodium reactors don't go critical even when there's a total coolant failure. The only danger is that sodium and water shouldn't mix, so avoid using water in the reactor if you're using sodium.

Radioactive dust is a major hazard, but since there's no reason to expose the fuel rods to air, there's no reason for there to be radioactive dust.

Radioactive waste is another hazard, but if you reprocess the rods and separate the different radioisotopes, you can reduce the hazard. Unspent uranium can be put into a new fuel rod, a secondary reactor for consuming plutonium shouldn't be hard, several of the other isotopes have uses in industry, some plutonium can be used in nuclear batteries for space missions, and you only need to deal with what's left. Much less space than trying to store the lot - and it's probably a lot safer.

All safety and backup systems should be triply redundant (at least), with redundant systems NOT in the same place as each other. If by the beach or in earthquake zones, redundant systems should also be behind watertight doors and not kept at ground level. (Active earthquake protection is practical these days, but you need somewhere to put the shock absorbers and protection against sheer forces.)

All this adds cost, yes, but so does leaving a reactor unused for 20+ years. I'm fairly confident that the above is a damn sight cheaper.

Drillers, activists not buying Obama's energy pitch

CUSHING, Okla. -- Touting an "all-of-the-above" energy policy, President Barack Obama traveled to this oil town on Thursday to show his support for the southern leg of the controversial Keystone oil pipeline proposed?from Canada?to refineries along the Gulf Coast.

"I am directing my administration to cut through red tape, break through bureaucratic hurdles, and make this project a priority," he said with?dozens of pipes stacked up behind him at a yard used by TransCanada, the company?proposing the?Keystone pipeline.

But neither the oil industry, which insists Obama could send stronger market signals to lower prices at the pump, nor environmentalists, who cite the climate impact of fossil fuels, were on board.


"A true all-of-the-above energy strategy would include greater access to areas that are currently off limits, a regulatory and permitting process that supported reasonable timelines for development, and immediate approval of the Keystone XL pipeline to bring more Canadian oil to U.S. refineries," Jack Gerard, president of the American Petroleum Institute, said in a statement. "This would send a positive signal to the market and could help put downward pressure on prices."

Obama in his speech noted that domestic production has risen during his term. "America is producing more oil today than at any time in the last eight years," he said. "Over the last three years, I've directed my administration to open up millions of acres for oil and gas exploration across 23 different states. We're opening up more than 75 percent of our potential oil resources offshore. We've quadrupled the number of operating oil rigs to a record high."

The southern leg would help drain a glut of crude in Cushing, the storage hub for U.S. crude oil traded on the futures market, easing deliveries to refineries along the Gulf Coast.

As for the overall Keystone project, Obama said the delay in the northern?leg came about because Nebraska lawmakers?-- both Republicans and Democrats --?raised concerns about the potential impact on the state's water supply if a spill happened. "So to be extra careful that the construction of the pipeline in an area like that wouldn't put the health and safety of the American people at risk, our experts said that we needed a certain amount of time to review the project," he said Thursday.

Environmentalists, for their part, oppose the pipeline because it promotes the expanded use of fossil fuels, which emit greenhouse gases tied to global warming.?The activist group 350.org?planned to make that?case by protesting Obama's visit to Ohio State University later Thursday.

Some have even made the argument that Keystone's southern leg won't help domestic oil producers much since most of the oil will be coming from Canada.

It "simply is not designed to move significant volumes of domestic crude," Anthony Swift, an international law attorney for the Natural?Resources Defense Council, wrote in a blog post.?"The 900,000 barrel per day (bpd) pipeline only has two comparatively small on-ramps in the United States," he added, citing company documents filed with the U.S. "The first, in Montana, includes an on-ramp for a maximum of 100,000 bpd of crude. The second in Cushing, Oklahoma, allows a maximum of 150,000 bpd ... That means that at most, little more than a quarter of the oil on Keystone XL would be from domestic producers."

Republicans dismissed Obama's move as a publicity stunt that made little difference to the timeline of the southern project or the problem of U.S. energy security. "He's taking credit for going forward on the only portion of the pipeline that he doesn't need to approve," said Sen. John Hoeven, R-N.D., at a press conference. "This is literally straddling both sides of the issue." Hoeven has led the charge in the Senate to pass legislation that would bypass the administration and approve the full pipeline.

Rep. Ed Markey, D-Mass., wants the oil coming from Canada to stay in the United States and not be exported.

Construction of?Keystone's 485-mile southern leg is expected to start in a few months, once TransCanada?gets a permit from the Army Corps of Engineers.

"We have been working with them for weeks and we hope to have the permit in place to allow us to begin construction mid-year," a TransCanada spokesman Terry Cunha?told NBC News. "As the president highlighted, they are supportive of the project as it helps move domestic oil to the refineries."

The Army Corps of Engineers said Wednesday it could not estimate how long approval would take since it had not yet seen an application from the company.

TransCanada plans to submit a new proposal for the?1,200-mile northern leg, after which federal agencies will weigh in.
